Checking an advisor's licence on the MAS register

Before you take advice on a policy, it is worth confirming who is actually allowed to give it. Here is how Singapore's licensing structure for insurance advisors and agents works.

Anyone can call themselves a financial planner on a name card. Only certain people can lawfully advise you on, or arrange, an insurance policy in Singapore, and they fall into a small number of regulated categories, each with a different scope of what they are allowed to sell and how they are supervised. Knowing which category the person in front of you belongs to is a reasonable first check before acting on their recommendation.

The regulator behind the licence

The Monetary Authority of Singapore (MAS) licenses and supervises insurers, insurance brokers, and financial advisers under the Insurance Act and related legislation, and maintains a Financial Institutions Directory listing the insurers and insurance brokers licensed to operate here. Anyone advising on or selling insurance in Singapore should be able to point to a licensing or registration basis tracing back to this framework β€” if they cannot, treat that as a warning sign.

The main categories you are likely to encounter

  • A tied representative of a life insurer, commonly called an insurance agent, appointed by a specific insurer and typically selling that insurer's products only.
  • A Financial Advisory (FA) representative, a certified professional who advises on financial planning more broadly, including life and health insurance, savings and investment, and retirement, who may represent a licensed financial adviser firm rather than a single insurer.
  • A general insurance agent, regulated under the Insurance Act and required to register with the General Insurance Association of Singapore's (GIA) Agents' Registration Board through the insurer they represent β€” the general-insurance counterpart to a life insurance agent.
  • A registered or exempt insurance broker, who acts on behalf of the insured rather than the insurer, and who β€” unless exempted (as banks, insurers, capital markets services licensees and licensed financial advisers can be) β€” must be registered under the Insurance Act to conduct broking activities.

Each category sits under a different part of the regulatory framework, but all exist because MAS requires anyone conducting these activities to be licensed, registered or otherwise formally accountable β€” there is no informal, unregulated path to advise on or arrange insurance for someone else in Singapore.

Why this is worth checking before, not after, buying

Financial advisory representatives are required to perform a fact-find process β€” assessing your income, expenses, assets, liabilities and goals β€” before making a recommendation, and to complete a Customer Knowledge Assessment for certain investment-linked products. These obligations exist because the person advising you is meant to be accountable to a licensing regime, with a real firm and a real complaints channel standing behind them. If someone skips the fact-find, pressures a decision, or cannot name the insurer or FA firm that appoints them, that is inconsistent with how a properly licensed representative operates.

There are also extra protections for a "Selected Client" β€” broadly, someone 62 or older, not proficient in English, or without at least GCE 'O' or 'N' level qualifications β€” where meeting any two of these criteria triggers a follow-up call from the insurer to confirm the advice given was appropriate. If you or a family member fits this description and no such check has happened, ask about it directly.

What to do if something goes wrong anyway

If a dispute with an insurer is not resolved to your satisfaction after the insurer's own complaints process β€” which typically acknowledges within two business days and gives a final response within 30 β€” you can bring it to the Financial Industry Disputes Resolution Centre (FIDReC), an independent body set up by the financial services sector, within six months of the insurer's final letter. FIDReC does not take on every type of dispute, so check directly whether a specific case falls within its scope.

Separately, the Policy Owners' Protection (PPF) Scheme, administered by the Singapore Deposit Insurance Corporation, automatically protects policy owners of member insurers if the insurer itself fails β€” all insurers registered by MAS to carry on direct life or general business (other than captive or specialist insurers) must be PPF Scheme members, giving 100% protection (subject to caps) for life and accident and health policies, and uncapped protection for general insurance.

A short checklist before you act on advice

  1. Ask which insurer or FA firm the person represents, and confirm they can name it clearly and consistently.
  2. Ask whether they are a tied agent (one insurer only) or an FA representative who can compare across insurers β€” this changes how much of the market their recommendation is actually drawn from.
  3. Confirm a fact-find was done, or ask for one, before accepting a specific product recommendation.
  4. Keep the product summary and policy illustration you are given β€” these documents, not a verbal pitch, are what a dispute would ultimately be assessed against.
