PA insurance for motorcyclists and delivery riders in Malaysia

SOCSO's LINDUNG KENDIRI scheme now covers self-employed riders for work injury, but it has real limits. Here is what it pays for, and where private PA cover fills the gap.

Motorcyclists carry a disproportionate share of Malaysia's road accident risk, and delivery riders and e-hailing drivers spend more hours on the road than almost anyone else. For years, many of them worked entirely without any injury protection beyond the compulsory third-party motor cover on their bike, which does not pay the rider anything for their own injuries. That gap has narrowed with PERKESO's self-employed protection scheme, but it has not closed entirely, which is where private personal accident insurance still has a real role to play.

What SOCSO now covers for self-employed riders

The Self-Employment Social Security Scheme, known as LINDUNG KENDIRI, was introduced under the Self-Employment Social Security Act 2017. It started as a compulsory scheme for self-employed individuals in the passenger transportation sector β€” taxi, e-hailing and bus drivers β€” from 1 June 2017, and was extended from 1 January 2020 to cover 19 further sectors, including goods and food transport, bringing the total to 20 sectors covered. This is directly relevant to delivery riders, who fall under the goods or food transport category, as well as e-hailing drivers under passenger transportation.

For a self-employed insured person, the scheme pays out on an employment injury β€” an injury caused by an accident or occupational disease arising out of, and in the course of, self-employment activity, including while travelling for that activity. The benefits include:

  • Medical benefit, covering treatment at PERKESO's panel clinics and government hospitals, or reimbursement for non-panel treatment.
  • Temporary disablement benefit, paid while on medical leave certified by a doctor, for periods of at least four days including the day of the accident.
  • Permanent disablement benefit, calculated as a percentage of the insured person's selected monthly earning, based on the degree of disability assessed.
  • Constant-attendance allowance, a fixed monthly amount for someone totally and permanently disabled and requiring constant personal care.
  • Dependants' benefit and funeral benefit, paid to eligible dependants if the insured person dies as a result of the employment injury.

Contributions are tiered to the rider's selected insured monthly earning, with several contribution bands published by PERKESO, and registration and payment can be done through the Prihatin app or web portal.

Where the scheme does not reach

Two limits matter for anyone relying on LINDUNG KENDIRI as their only protection:

  • It only pays on an employment injury. An accident that happens outside the course of self-employment activity β€” riding for personal reasons, not while working β€” falls outside this scheme's definition of what it covers.
  • Coverage starts from the date contribution is paid. A rider who has not registered, or who has let contributions lapse, has no cover under this scheme regardless of how long they have been working in a covered sector.

Why private motor and PA insurance for the rider still matters

The compulsory third-party motor insurance every motorcycle must carry protects other road users and their property β€” it does not pay the rider for their own injuries at all. This is precisely the gap that a personal accident policy, bought either standalone or as an add-on to the motorcycle's own comprehensive cover, is designed to fill: a payout to the rider themselves for injury, disability or death, regardless of who was at fault in the accident.

For working riders, the practical picture is that LINDUNG KENDIRI and a private PA policy sit on top of each other rather than duplicating one another β€” the SOCSO scheme covers work-related injury with defined benefit rates tied to insured earnings, while a private PA plan can be sized to the rider's own choice of sum insured and extends to accidents that happen off the clock, which the self-employment scheme does not reach.

The rising cost riders are already feeling

Insurance costs for gig riders and drivers have been rising sharply enough to draw public complaint: e-hailing associations have reported premiums for some individual drivers more than doubling year on year, with the number of insurers still offering flexible daily coverage options shrinking. This makes it more important, not less, for riders to understand exactly what each layer of cover β€” compulsory motor insurance, LINDUNG KENDIRI, and any private PA policy β€” actually pays for, so money is not spent on overlapping cover while a real gap goes unprotected.

A short checklist for a working rider

  1. Are you registered and up to date with LINDUNG KENDIRI contributions, if you work in a covered sector?
  2. Does your motorcycle's own policy include a personal accident add-on, and if so, what does it pay and under what circumstances?
  3. Would an accident outside your work hours be covered by anything at all, given that LINDUNG KENDIRI only responds to employment injury?
  4. Have you compared your current insurance cost against what other riders in similar sectors are paying, given how much premiums have moved recently?
